Call Before You Dig Online Line Locate Form Download PDF Version of Line Locate Form Alabama State Law requires notification to providers of underground locator services, to precisely locate underground utilities, before digging or excavating. In Alabama, you must make the required request for service at least 48 hours prior to beginning excavation or underground work. The Water Works also completes locates for design or survey work with a 10 business day notification. These time requirements do not include weekends or authorized Water Works holidays. (See Calendar for authorized Water Works holidays.) Employees of the Water Works are not responsible for locating lines on private property - which is outside of the Water Works easements. We can locate up to the curb (in most instances) and on Water Works easements. If an individual or company digs without getting a location done, they are liable for any damage caused to the property or equipment located in that area. When digging on a Water Works easement or in a Right of Way, the law requires the excavator pay repair cost when underground lines are damaged as a result of their negligence. WHO NEEDS TO REQUEST A LINE LOCATE BEFORE DIGGING? Normally people doing odd jobs in their yard do not need to request a line locate. However, it is always better to be safe than sorry. If a property owner hits a line on their own property, he or she will be liable for the damage anyway. The water line is relatively shallow so it is more likely to be hit than the sewer line. The sewer line usually will not be hit unless planting trees. However, it would be wise for property owners to know the location of these lines so when planting they will avoid anything that could possibly cause damage to these lines. WHAT INFORMATION WILL I HAVE TO PROVIDE WHEN I REQUEST A LINE LOCATE? At a minimum, the following information is required for a location request: Street Number, Lot Number, Map, Sketch, or other legal description Nearest street or road intersection Type of work (be specific) Your name, Company name and address Name of company/individual work being done for Scheduled date and time of work Name and telephone number of person making request A map or drawing is required on all locations except for those locations of a newly platted subdivision where electrical power is being installed. Locations will not be accepted, no reference number will be given, and the 48 hour or 10 business day (depending on work) notification will not start until we receive a map or drawing of the location area. This policy is for the protection of both the Water Works and the individual/company making the call. The individual calling in the location must give the exact location. If the exact is not known, we cannot take the information. (For example: Exact street location/address, closest cross street, etc.) The exact nature of the work being done must be known also. When an individual calls for a water or sewer lateral location, there are specific directions that must be followed. The sewer and water plat books are in the Engineering area and are open to the public. Every effort must be made to locate laterals before calling for a location. Depending upon the complexity of the work involved, the Water Works may require the contractor/property owner to meet with us to go over the area to be located. For Sewer: In newer projects there will be an "S" on the curb. The plumber will use their marker detector to locate the marker. The plumber should find the end of the sewer lateral. If the lateral is not found the hole will be left open to allow the inspector to assist the plumber at that location. For Water: In newer projects there will be a "W" on the curb. The plumber should dig feet (3') on both sides of the mark at a depth of two feet. If the water is not found the plumber is to leave the hole open to allow an inspector to assist at that location.
